Not Responding / Cant submit to App Store

Love the newer Xcode but hate this specific version so far. Everything is great, when it works except for the small fact you cant submit to the App Store with this version... Id recommend waiting for the next release before grabbing this version although many like myself are stuck since you need this to build to iOS 10.2
